Hi friend. Mormons consider the human body to be one of God's most sacred creations. Consequently, we believe our bodies should be treated with great respect. That's why we choose to cover ourselves up when we go out with friends and family. It's a way of showing that we respect what God has given us.
The clothes some Mormons wear underneath their regular clothes serve as physical reminders of special promises some members of our church have made with God. These clothes are kind of like a Catholic priest's collar, a Jewish man's yarmulke, or a Muslim woman's hijab.

God respects our agency, if we so chose to wear tanktops and short clothing, there is no penalty (at least right away that I know of). We choose to not wear tanktops and short or tight clothing to show we respect our bodies, and also to not be a part of our nude-happy world.
Along with that is the other half of your question. The LDS Garment is similiar to a Jewish Kippah and prayer shawl, but is worn undet clothing, not displayed outer. They are both, wearable reminders, of our devotion to God and the covenants we have made with Him.
