Mormons believe that God the Father created all things, so He created both Jesus (God the Son), Lucifer (Satan), and all mankind. Jesus and Lucifer are "brothers" in the sense that God the Father created both of them. It doesn't imply any special affinity or friendship between Jesus and Lucifer. Obviously, they are on opposite sides of the whole good/evil divide!

The Mormon Church itself recently clarified this issue: "Like other Christians, we believe Jesus is the divine Son of God. Satan is a fallen angel. As the Apostle Paul wrote, God is the Father of all. That means that all beings were created by God and are His spirit children. Christ, however, was the only begotten in the flesh, and we worship Him as the Son of God and the Savior of mankind."
