Mormon "rules" (better called God-given commandments) are similar to the rules of other conservative Christian groups, with some exceptions. While too numerous to list here, feel free to browse this site for more details.
If you break a "rule," meaning if you choose not to follow the commandments God has given, repentance may be necessary. Repentance involves a change of heart and a renewed commitment to doing God's will. It is a beautiful process of change, not a "punishment." Through repentance, those Mormons who "sin" (which is all of us) can be forgiven. Forgiveness is central to Mormon theology.
